Need a Wingman (convert vba xl app to win based or web based)

I need basically a person to create tool (windows based or web based) from an existing vba excel app that I built. Therefore, understanding an excel programming and pivot table would be good, but not mandatory as I can help you to understand how it works. Not too complex app, actually it's very simple: 1. Login feature for an access level to select and view reports is required. 2. There will be only one data owner who can update the database, therefore it will need a section to play with database tables. 3. Database must be accessible by any users with a login detail in different places in the world. 4. Able to select a specific report and view and print out. 5. Data for the report (Tables and Graphs) will be populated and calculated from the database. While I'd prefer freelancer from Indonesia, yet other developers are welcome to bid. Are also welcome, a new Indonesia based freelancer with experience. I beg your pardon that I am very selective :) So please don't waste your bid if you don't know well what should you do with this and what I described above.
