PHP / AJAX Database Backend

I need a backend devoloped that can do many different things, all the while be nested on a webserver and deliver content, with AS MUCH SERVER SIDE PROCESSING AS POSSIBLE, in the following ways: If you use windows, then I'm wanting some SIMILAR to iTunes but browser based and served through my website. If you use Linux, then you may be familiar with AMAROK. Something SIMILAR to this program, but again, browser based and served through my website. The addition to these programs, other than being 100% browser based and FF3 / IE8 / Web 2.0 compatible, is they need to fully interact with an mySQL database(s), be able to interact with external site databases (for extra song info) and incorporate THAT data into IT'S own database, include a way to EASILY "upload" new songs & "download" existing media, read MP3 Metadata - and store THAT info into a database, incorporate SSL Encryption to ensure a personal private music collection STAYS that way. ***PUBLIC WILL NOT BE ALLOWED.*** And a "slick" frontend graphical look would be cool too. I also need another project done, on the same site. Something SIMILAR to YouTube but only for a handfull (less than 20) personal home digital movies. Although, if the site ends up the way I see it in my head, it could end up managing several hundred movies, over time. Majority are currently stored in .mp4 format, but SOME are stored in .FLV format. Same requirements as above, mySQL database driven, EASILY accessible "upload" button as well as "download" button for the given movie. I don't really know the level of complexity of what I'm asking. I don't know what's "fair" for a project like this . . . hopefully the bidding process will tell me.
