Perl coder to write Skype API functions for chat messages (no audio/video)

1) We need a web GUI (2 pages) (page 1) add Skype users to the installed Skype account through the API (page 2) send messages to all people on the list for the installed Skype account. I want to be able to send to "All" or "All by Country" so "All in USA" or "All in Canada". I need to be able to select more than one country, ie "All in USA+Canada". The script should only display options for countries that are on the users list, ie: if there is nobody from Nepal on the user list, nepal will not show as a selectable country, but if i later add a person from Nepal, then Nepal would be on the list. or "All by language", so "All English speaking" or "All Spanish speaking". I need to be able to select multiple languages. The script should only language options for languages that are on the users list, ie: if there is nobody who speak Japanese on the user list, Japanese will not show as a selectable language, but if i later add a person from Japan, then Japanese would be on the list. 2) A listener/autoresponder needs to be made, that can listen for incoming messages (on a schedule of 3 minutes) to the server installed Skype account. The listener needs to be able to trigger an automated response if someone talks to the server installed Skype account... it should respond "I am an automated computer system, you can not talk to me."
