PHP - MySQL - Twitter API Pro

I need a web site that will interface with the Twitter API. This site should allow for users to sign in with there twitter accounts and then verify those accounts through the API and set them up as new users on our site. As new users register they should randomly follow users in the database, and those users should randomly follow the remainder of users in the database. The user should be able to set their follow per hour rate between 5 and 60 per hour not all at once. Follow to Follower status should be set close to 50-50 percentage. This should all be done automatically with no user input or intervention. I would like a backend section to manage users, which will allow me to remove users, search for users, and add a function which will require a paypal payment to join the site eventually. This site should also have a button once you are logged in to auto unfollow users not following your account. A separate section to submit RSS feeds which will publish the feeds to the users twitter account while tying into TinyURL API or similar. User should be able to set frequency that app checks their RSS Feeds between 15 minutes and 24 hours. They should also have the ability to check Feed Title Only, Feed Description Only or Both. We also need to have the ability to schedule a set of tweets at specific days and times. Make the API usage based on the users, not one we supply via our site, so the usage tracking is split up. The GUI interface should be clean and easy to use. Needs cancel paypal subscription and deactivate account buttons. Needs current number of active members/ users displayed and how many fr. Stats for how many users you have followed and have followed you this day/week/month We need a coder that will be available after project is complete for additional upgrades adn features, and support at an agreed upon hourly rate.
