Website - RFP

We need a website developed that will allow U.S. users to point to their respective location (US Map, then to State, then to Metro area), then slect a predetermined "feild" among a choice of feilds.? At this point the specific location and feild webpage will be diplayed with certain information (info obtained from a databse of local advertisers) if any, otherwise if none, it will display a defualt page. Basically this wil allow US users to search in their particular area for certain things and the website will solicite advertisers in that area to advertise to thise users that are looking. we need the complete development package and the updating packing and preferably the advertisers will be allowed to input their own information w/i certain predefined criteria. There are many of these sites availabel for your review and this is simply another one. The end graphics need to be professional also. This may be available in a prepackaged (template) version already?
