Small script to insert data into PHP MySQL database linux

we have a .csv file with all the data to load products into PHP MySql database. need a script that will read data from .csv File and insert into 1 or 2 tables. Each run it inserts 100 records per insert from .csv File need to create a cron job to execute this script. .csv File is located on a website location. you need to access the .csv File and do this job. My budget is under $40.00 for this job thanks
