Joomla 3.0 Candidate Profile

I need a basic component designed for Joomla 2.5 - 3? that will allow for the following: The SuperAdmin can select the users that will have access to this feature. It should not be available for all registered users. When a user is granted access to this component, they will have a new menu item created in the main menu of the site for their profile. There should be submenu items visible only to them that are edit profile and view profile. There should also be a menu item created for the public that lists all the profiles so the public can view them. In the backend of the site, the SuperAdmin should be able to publish and unpublish these profiles, as well as edit them. All user editing needs to be available to the users in the frontend. I have attached a basic layout that should be what the final product will look like. I also would like the all styling to be independent of the website and manageable in the backend of the site by the SuperAdmin. I will speak in more detail to potential freelancers once bidding is reviewed. THE FINAL PRODUCT HAS TO BE MY PROPERTY AND DISTRIBUTABLE / SHAREABLE / USEABLE BY ANY OTHER PARTY.
