RSVP/OCR Twitter Program windows

I need someone who can code *THEIR OWN* (CANNOT BE SOMEONE ELSES) program that will detect a tweet immediately, read fully circled text from an image (OCR), and then direct message a twitter account with the text circled in the image of the tweet, with your size & full name. The program has to let me input 1.) full name, 2.) shoe size, 3.) twitter account to send direct message, 4.) twitter account to monitor [twitter account that will tweet the image] 5.) keyword that will pick up the tweet. the software will RAPID FIRE all DM's to nike.\r\n\r\nI also would need the ability to have the program to send direct messages from multiple twitter accounts and to various nike store twitters. *EACH TWITTER ACCOUNT SHOULD BE ABLE TO MONITOR ITS OWN NIKETOWN TWITTER*\r\n\r\nAn example of what I mean through process is this:\r\n\r\n1) I input NAMES, SIZES, TWITTER ACCOUNTS TO SEND DIRECT MESSAGE from, and TWITTER ACCOUNTS THAT WILL RECEIVE THE DIRECT MESSAGE, and lastly a keyword that will pick up the tweet with the image.\r\n\r\n2) NikeDC tweets [login to view URL] and program detects it right when they send,\r\n\r\n2) The program needs to detect the circled hashtag (i.e. #Fresh in this situation but it can be different [for example, [login to view URL] , in this it is #glow])\r\n\r\n4) Program needs to send a direct message TO THE NIKEDC from YOUR TWITTER account with the Hashtag, name, and shoe size\r\n\r\nAll steps must be completed quickly, and the process must take LESS THEN 1 SECOND\r\n\r\nI should be able to set my DELAY TIME if needed\r\n\r\ntheir should be a log that says when the tweet is detected, and when the dm is sent\r\n\r\nHere are videos of what i am looking for:\r\n[login to view URL]\r\n[login to view URL]\r\n[login to view URL]
