Iphone Task List with Web Functionality

I have done some rudimentary application development in the past, but am not experienced enough to create a concept I want to create on my own. My desire is to create a task-list with some very specific functionality that would be synced between and accessible both from an IPhone app and a website. The first step would be to create an iphone app with a simple table with a few columns: Task, Date Added, Value, Rank When you first open the app the table would be blank, but a user could add a row by typing in a task name/description in the "Task" column, the "Date Added" value would be an automatic timestamp, the "Value" column would be a number assigned by the user and the "Rank" column would function when there are two or more entries in the table by ranking them based on their "Value" (The highest value would be rank 1, the second highest value would be rank 2, etc.). This list would be saved automatically with each edit and the same synced list would be accessible and similarly editable from a website after the user logs in with the same username and password. I have purchased the domain name I want to use for the site, but have made no commitments as to hosting or server architecture and don't know much about what server-side database (or security, etc.) functionality (software, hardware, etc.) would be required for this type of application. I also am not set up to submit applications to the Apple App Store, and would need guidance on how to jump through that hoop at the appropriate time. An experienced developer who can give me subjective guidance along the way is an absolute must on this project, and I want to create code that can be used and modified by others if the project succeeds. If this core functionality can be created, I have several levels of very specific functionality that will be added to create the concept I have in mind, some of which requires fairly complex math. Simplicity and elegance in the user interface will also become increasingly essential as the number of fields in the table and factors in the ranking and sorting processes will grow substantially.
