Creating landing pages on weekly basis

I need somebody who will available on a weekly basis to code (and sometimes redesign) pages that I will provide him. I will provide the design in HTML. And you have to be able to code with PHP and insert extras like : 1) Exit popups 2) [login to view URL] 3) optin aweber code 4) javascript timer 5) etc...
