French Speaking PHP Developer - modifications for existing site

We are looking for talented and experienced developer (French speaking!!!), who is not a stranger to web design. The website is an existing download website (in French), which needs some modifications to be done. In general: some new features to be added, search results improved by sorting/filters enabled, right now the user gets the search results as is, we want him to be able to sort it by what he [login to view URL] videos to be added on particular pages etc. List of all modifications required will be sent to you as soon as we start working on this project. Very important, We are looking for an eager person, who knows to ask right questions and to give proper answers about his work. Note: Bids from non French speaking will no be taken into consideration. The selected developer should be available on skype and/or by email during a project. Milestones: After we sent the full detailed document to the selected developer, we close the period for the project (at least 1 week). We pay 25% up front for two days of work, if both sides are satisfied, we pay another 25% till the end of the project, then another 50%.
