After a lot more research, I think something built on IPB would suit my group the best. Attached is a rough idea about the home page layout. Green indicates static areas that would be the same on all pages. Color scheme could be loosely based on [login to view URL] and just be an easy on the eyes darker sort. Also, our logo can be seen at [login to view URL] and can be provided in an illustrator format if needed. Custom registration forms, and the ability to require admin approval would be handy also.
