Redesign Website and improve Admin Panel - repost

1. Redesign Existing Website and Admin Panel 2. Better graphics and fonts 3. Expand Admin panel to allow more changes by owner (upload photo's, information and make page changes. 4. Improve functionality and ease of use 5. Install e-commerce plugin to purchase online PDF files (reports). The skeleton of this site is already done, it is basic and boring and requires new life. I want complete control and to be able to make changes to any area of the site, the Word processor is very basic so limits my changes to heading's and font and limits my upload ability so I cannot make changes as required. It needs someone with a bit more imagination to make it a better site with a better look and to be more interactive.
