Screen Wallpaper website with simple backend

I need a web-site with the design similar to: [login to view URL] and a simple backend where I will be able to do the following: 1. Turn on and off ad banner space on the top, middle and bottom of the page 2. Upload pictures and assign them categories. Based on category pictures will display in different galleries 3. Turn on/off the custom badge category (php script generating text over the picture, see below for more details) 4. Change the background color The thumbnail image must be changing to an appropriate view when the cursor points to a lock or gallery icon under the image. (like at [login to view URL] when you point to the little lock icon under the thumbnail) You can use a ready made theme for wordpress or other site engine, but have to customize it to look as in the example provided. I have a separate project posted at https://www.freelancer.com/projects/PHP/PHP-Script-for-Custom-Badge.html for the php script that generates name badge on the background image just as in ([login to view URL]). I would prefer to hire someone who can do both projects (I pay separately for both jobs) and build a simple control panel for the badge generation script in the backend of the site.
