Web application using PHP, MYSQL, Symphony or CI. Web 2.0 design

I need a skilled programmer to develop very well designed web application using either Symphony or Codeigniter (tell me why you choose the one you want to use) and MYSQL. If you feel there are other options that I have not considered please let me know their merits and I will consider them. I would prefer both coding and design to be done by the same team/person however if you only want to do the coding that is fine, please let me know i your bid. The website will have 2 types of users. The site should function in a very similar way to [login to view URL] but look more like [login to view URL] The website will be for people that want to work, e.g a builder or a dog walker (The 1st User). They will go onto the website, navigate to “I want to work” and enter the job they want to do. They then write an advert (similar to the car adverts on autotrader) and complete a profile page. The worker should also be able to upload pictures to their profile. The important functions are the workers adding their postcode and how far they are willing to travel to work. They should also be able to enter towns they want to work in manually from a list. These users should also be able to upgrade their adverts and upgrade their profiles. These people will need to sign up to a membership plan. The basic plan is free, and others are paid monthly or yearly. I will need to be able to change what featured are allowed in each plan and obviously the site should have payment integration. The Second user on this site will be the Person looking for someone have a job done, e.g wanting to hire a builder or dog walker. They will navigate to “I want a worker” and enter the type of worker they need. E.g dog walker (this should be an auto fill search box but with the option to search for a type of worker manually from a list). They then enter the postcode of where the job is taking place and click search. All of the results (Adverts) of workers (1st users) that are willing to work in the area entered will appear in a list (like when a specific car is searched for on autotrader – with a picture, Name of company and a short description). Please note there WILL BE other search filters. Both users will need to be able to manage their profiles in a ‘My Account’ type section similar to the freelancer one. The 1st Users will need to be able to pay for upgrades to their adverts and their account/profile. Both account will be able to review each other and give a detailed Star rating breakdown of their review (that produces a score), much like on ebay or freelancer Please Enter '3399kgh' as part of your bid if you have read this brief. How much upgrades and membership plans cost cost, add/remove categories/subcategories etc etc. Basically everything you’d expect for a backend admin panel. The website should be SEO friendly.
