Program To Lock Desktop Icons and Contect Menus (VISUAL BASIC)

Hi, I need a program made in visual basic the basicly allows administrators (or whoever) to stop users from modifying certain aspects of the windows desktop. It should be able to apply the following restrictions to a desktop: No Moving Icons Disable all context menus and right click on desktop And for icons: No Send to shortcut No cut shortcut No copy shortcut No Create Shortcut shortcut No Delete Shortcut No Rename Shortcut No Properties Shortcut And Also: No Network Neighborhood context menu No My Computer context menu No My Documents context menu No Recycle Bin context menu No Internet Explorer context menu And some more: No Start Button No Quicklaunch No Tray/Notification area Disable Display Properties All these restrictions should be on a form, each restriction should have a check box, they should be nicly laid out in the groups I put them in and when the user clicks apply another form should come up (or they select form a drop down box) which user they want to apply the restrictions to so they can have the restrictions appied to any user. Also the user should be able to set a password to get into the software if they want (dose not matter about complex enctyption).
