Server/Client verification application

Hi, I need an application developing that does the following. 1. A client side application that communicates in the background of the clients PC. This application is to be able to communicate with the server side application to verify that a client is a member of my DB and meets the following conditions a) is a member of my database, b) has enough points in the users account as stored in my DB. 2. A server side application that communicates with the client side application and verifies that the above mentioned conditions have been met. If these conditions have not been met then the user attempting to access the server is not given any access at all but immediately kicked or disallowed entry to the server. 3. Whilst carrying out the above conditions the client does not interfere with the users other programmes running I.e. allows normal access to the internet, servers etc. So, if a client is playing a PC game that communicates with my games server then if all the acceptable conditions have been met then the programme/game has access as normal. 4. The client side application to require login to match the users details on my DB, e.g. username and password. Application to run in the taskbar so users can turn it on and off. 5. If the user turns the client side application off then no entry to the server is allowed. Please see attachment for further requirements, please open as a word doc. Buyer will receive exclusive and complete copyrights to all work purchased.
