internet control application-d

i need an application that can run under win 98 upto and including vista. The applciation will need to run in the background as a service probably, not taking a lot of ram or resources,. This needs to be a standalone application. No reboots. I should be able to load or close the application without rebooting. Blocking/unblocking all the traffic should be also allowed with one click The application will show me all the connections or traffic that is coming in or out of my pc. I need to be able to limit any application or block any application from connecting to the internet, while the other applications will be allowed. This can be a simple messages window that shows my activity (inbound and outbound).
