web and stand alone database

I am looking for someone to code a program (and web page) which is essentially a database. The database will have to be able to run on both linux and windows. The database will be able to store publication records as well as comments. It will also be able to export results to "bibtex", therefore a good understanding of LaTex is preffered. (It will be easy for you to learn if you don't know already.) What I would like is for people to be able to login using a username and password, and then enter information on a journal or book they have read as well as some comments. People who pay a subscription will also have a control pannel to view all their entries and export to bibtex. (People who don't won't have this facility,however they will still be able to enter records. They will have to register beforehand though.) People will also be able to view comments made by other people. So there needs to be a good search tool. Also what I would like to be able to run the database with a front end on my computer without being connected to the interenet. I would like a button that will update the database on my computer with the server when I log onto the net. (or vice versa) Some of the fields to include in the database are: - Title - First name - Initial - Last name - Other authors - Publisher - Publication date - Publication type (conference paper, journal, book, in book) - Volume - Number - Pages - Date enetered - Username - comments (comment title, location) - score - and a few other obvious ones Basically the database will be very simple Will discuss this further with the succesful bidder. Also there needs to be a way of accepting payments.
