Custom Wordpress Shortcode Plugin

Hello Freelancers! I would like to create a custom short codes plugin that produces the following look through the use of short codes: [login to view URL] The issue here is that these short codes are hard-coded within a theme I currently have, I would now like to make them into a plugin so I can use them on any theme.
