Responsive Wordpress Theme

We need an experienced coder that will help us with the following: - convert our Adobe Illustrator file to Wordpress theme exactly. - create the theme using Bootstrap, in order to have a mobile ready website. - design should be responsive, take into account that images should resize accordingly. - top menu from top level pages, then once inside should show submenu with sub-pages - website will implement qTranslate to manage two languages - customizable background, each page should have an custom field in order to change site's background image. Default: black - coder do not need to create pages, just the Wordpress Theme. Minor changes could be made to the design, prior talking with us. Illustrator file will be provided once the project starts.
