Magento Commerce Theme Modification

I'm looking for someone to make the Magento Commerce theme for me. The layout and description can be found in the attached included excel file. Requirement: #1. The final theme must be exportable as I'll be moving the theme from test server to live server afterward. #2. Prefer it to be tableless (if possible) #3. Coder must have extensive knowledge about Magento Commerce CMS.
