Web based email marketing service

I need to create a professional web based email marketing service similar to iContact and Constant Contact that will be able to creat, send and track emails for mass marketers. The program has to be fully working with very little bounced and blocked emails. I need this program for a specific group of people that regularly send emails to each other(Not spam), and everyone wants to get those emails. I am looking for someone who can find a an effective solution that can set up a system where emails will not get blocked by ISP's(I am not sure how to do this, either get on whitelist agreements with ISP's or have spread servers and spread out all emails at some interval). I am sure there is some solution to this that won't be too crazy. please let me know if you have any questions or suggestions.
