We would like an online video editing interface that will allow users to upload videos and create clips from their videos simply by pressing a single key. One key would automatically create start and stop points based on predetermined amounts of times for each key. Pressing a key would also apply a tag to the clip. After a clip is created, the user should have the option to apply more tags to that clip. The user should also be able to create clips by manually creating stop and start points. Manually created clips can also be given tags. The user should be able to access, search, and filter through an interactive database of these tags and their corresponding video clips. The user should be able to view statistics related to how many times each tag was used. We would also like to develop a mobile app for iPad and Android that would allow the user to accomplish the same tasks. There should also be a back-end system for an administrator to assign videos as projects to editors who will work on them.

The requirements you have given are straight forward but may need to be broken down well to understand your page flow. We work on both php and python but python is preferred.
