Smarty PHP database required

I am currently seeking an experienced UK based web developer who is familiar with HTML, CSS, PHP including the SMARTY template system I am looking to develop and implement a searchable database based on location that will fit into an existing site. The site is a social networking site built using the phpfox template system. Content, images, and layout will be added by us through an adapted admin area, I am simply seeking someone to setup the framework for the database. Although I created the existing site using the template, I don’t have enough experience with PHP and in particular the SMARTY templating system to complete the database implementation quickly and effectively and am looking to work with a developer on this and also to advise for future updates and additions. Once this is complete, there are other areas of the site that also need attention including implementing a new forum to replace the existing one whilst retaining the existing forum data.
