Getting documents from romania

Hi, I need to find out how to get the following documents: 1. Marriage certificate of my parents, my mother is a Romanian citizen. 2. Birth certificate of myself, I'm not a Romanian citizen yet. Also is it possible to get it online. so i need answers to the following questions: 1. Address and phone number of the place i have to go to get the documents. 2. Is it possible to get it online. 3. Is it getting done in place or they need to send it by mail? 4. Will they send it abroad to the Israeli embassy? 5. Can another person request the documents on my behalf?
