Extract FB username, ids, email from other Fan pages, groups

I would like a FB app or software that can extract all the friends and fans that are on someone elses Facebook Fan or Like Pages. These are not my pages, nor do I have access to their LIKE list. but are keyword specific to my industry. Is this possible? These Facebook Page have over 100,000 Fans on it.
Secondly, once I have these names, how can I either send an email out to all of them or send a Facebook message from my personal Facebook profile or a page i admin without risk that FB may delete the page?
