News website aggregation that complies to TOS of adsense

For those who are interested. I am looking for a professional that can build a website with either a custom CMS or an existing one (preferably Joomla as I have used it for many years) to create a website that pulls text and images from RSS feeds and displays them on my website. The RSS feeds needs to belong to NEWS websites (for example CNN NEWS). This website needs to bring me $20 - $40 dollars through adsense but the content must apply to the TOS of adsense. I do not want to get banned with my current adsense account. The pulled feed will not show the whole text but only the intro text (200 - 250 character or less) with a "Read More" button that opens a _blank to the original website. The images pulled from the website should not be too big and needs to be watermarked with the logo of where the picture came from. SEO is very important in order to get relevant keywords that do have a high value with adsense. The design must be neat and optimized to attract people to click on the ads. So the website must be adsense optimized. I already have a google analytics, webmaster tools and adsense account currently using with another website. I will pay the amount of bid only AFTER I see a good income from the adsense account. sorry! I cannot stress enough how important it is that the website, traffic and clicks must be 100% with the TOS of adsense. So WHITE-HAT only.
