Generate SEO/Link building leads for SEO company

We are looking for someone to generate SEO / Search Engine Optimization Leads. The leads must be interested in SEO and LINK BUILDING Payment will be made on a PER LEAD basis for trial period then we will discuss payment per month basis. Ideally, the leads would be in the, UK, US, and Canada or other English speaking country leads are welcome too. Unfortunately we will not choose people with no stars as we have tried 2 already and none have been able to do their job or provide me proof of work or leads.
