We are looking for someone to build a web service (as Wordpres plugin) allowing to authenticate mobile user and provide with some data.

Situation:
-We have a server with a Wordpress instance (with the user database). There are also text files on the server (updated every second).
-We have mobile users with mobile devices (iPhone, Android) that want to access the data in the text files. There are 3 types of users (three roles) and they can't have access to the same files.
-The mobile users have to login (user, pass) to access the data.
Your job is to build a webservice that autenticates the user (with OAuth and SSL). After authentification, the webservice will read one of the text file (depending on the request and the user role) and return its content. There should be an identification token to remember the session for multiple calls to the webservice.
The webservice also needs to support guest access (no autentication).
You deliver:
-A wordpress plugin with the webservice. There should be a setting for the path to the text files
-A sample client code for testing
Restrictions
-OAuth standard
-No clear sending of user/pass (but SSL encryption)
-Identification token to avoid sending user/pass multiple times. The webservice will be called about every 2 second for each user
We provide:
-A linux EC2 instance where you can install wordpress (if you need)
-The access rules to the text files (depending on request and role of user)
-Support / answers to your questions
