Create an image upload website, Wordpress based - pretty simple, just 6 pages, users can self-publish images - can adopt templates and edit

Need an image upload and self-publishing website, wordpress based. Similar to 9gag or damnyouautocorrect but with user account page and - THIS IS IMPORTANT - the ability to upload two images, and when it is published the images automatically merge to become 1 image. Simple and straightforward - total 9 pages, but since its wordpress, it could be just 6 (as About Us, Contact Us & Terms & Conditions pages we could self publish) Would need to be very good with wordpress, this project shouldn't take a long time - would like it in a week. We could take use some free image-based wordpress themes and work on it. We already have a mock-up of design, and simple/direct explanation of what needs to be done. We have 2 other projects we need to create but lets start with this one first. Someone who keeps to the timeline and the budget, no nonsense a we've had some nonsense people from here.
