Need a professional web designer.

Hello, i don't understand designing terms therefore i did'nt mentioned the skills i need. in simple i need a stunning webdesign like this: bannersbroker (.) com i would also need customization of the pre-made script therefore i would prefer them who have programming skills. Please don't waste your time if you have not made such types of designs earlier, as i will not choose you. I can spend $1000 maximum for this provided that you are capable of doing both the things and delivering the project on time of maximum 10-12 days. i will be rehiring the person for future projects thank you.
