MYSQL Database extract / input interface

I am looking for software to be built that will do the following :- 1. Can search a MySQL database which is full of telephone data based on specific criteria (this is a big database so must be robust). 2. Users can select what they want from the database it will then search and then available for download in zip format. 3. The number of lines of data that are extracted have to be recorded. E.g. if they have paid for 100,000 items they can only extract 100,000 until they pay for the next batch of data. 4. Payment system needs to be interfaced so that people can pay per item download in advance and the software is aware the credits exist for the system. 5. Easy access for administration of the database for EXCEL uploading into it and duplicate checking.
