164283 Simple File Operations/PC+MAC

This is a very straightforware project to write a program that performs three simple operations on a folder/file structure. There is no user interface apart from requesting a Project name and displaying 2 or 3 simple messages. The program must run on PCs and MACs. The language used is not important, but should be appropriate for an end-user application. I am giving a very detailed spec (attached) and will supply a simple test environment to ensure everything goes smoothly. You MUST read the spec fully before making a bid, and respond appropriately (read the spec to see what I mean!). The spec includes a MAXIMUM budget figure. This is a simple task for someone who knows what they are doing. I need this completed QUICKLY! Note: I do not abuse the rating system here.
