Word Press theme creation from a Photoshop file

We need a website (wordpress theme for a photography blog site) designed and created from a photoshop file that we supply. It will need to be compatible with wordpress 3.1.4 (and the latest version if possible) We will supply all the information and psd templates to be included once we have chosen a freelancer. The homepage will be a blog page with large photos, text and comment area for each blog entry. The site includes two kinds of page: [login to view URL] blog home page and 2. the internal page. The comment area on the blog home page will need to display only a small area for comments that will be scrollable inside the comment area on the page without scrolling the whole page (example site listed below). The internal page will include images and text that need to be layed out by the end user in columns such as half and half, one third and two thirds that are side by side using short codes in word press. There will be no comments on internal pages. This may change slightly. The completed website will need to be sent to us in standard theme package for Wordpress 3.1.4. We will supply the psd files by the 8th of February and require completion by the 16th of February 2012.
