I need asp.net web forms to work offline.

Please review attached file bidding I would like to be able to take my asp.net web forms application (attached) offline using html5 cache and local storage. I have a small asp.net web forms sample project with a nested grid. It uses linq to sql and part of it is bound to a linq datasource while other parts are controlled through code behind. I would like this sample web application to also work offline. I want that form to detect when internet connection is lost and then switch to offline mode. While offline the data will be stored on the local device and then synched back when internet connection is back. When offline the data should be stored on mobile device and then synched with database when back on-line. My objective is to get an example (jump start) for me to study/work with. There may be additional work using MVC C#, but for now I am asking for bids on making this small application work offline. It is written in vb.net, but c# is also fine. I've included the sample application with database. You will need to change the connection string to your settings. NO MILESTONES. I WILL VERIFY THE WORK THEN PAY INSTANTLY. NEED IT WITHIN ONE DAY.
