143625 Tie up loose ends

I had a project done that wasn't done professionally in my opinion. So I need someone to go over and make sure everything is ok. Some of the things I require are 1) You are not a script kiddie, but a professional who can write quality code 2) You comment your code. 3) Are familiar with SOAP in PHP 4) You will be able to ge a file to generate in my server which is your main duty. 5) You are available right away, and preferably nights (eastern standard time) I had taken this project out earlier but more work has been done.
