Website Design!

Hello, I am wanting a website designed for an 11 year old. He wants a logo ( A cute penguin eating a little fish) and the actual website. He wants it user friendly and easy to navigate in he wants the pages Diary Home About Us Contact Us Login (I want a login system, with users that can register, and i want an admin controls, which means he can edit the site from there) Forums He wants the login system on every page though (on a colunm) I dont want bids over 300. He quite likes: www.clubpenguin-rockz.com. I dont want any timewasters like the last one, he didnt listen to any instructions or anything (ill post a picture of his design in attatchments) He dosent want a moving background just a content scroller. In the diary he wants it like a blog type thing. I am not paying ANY money until after christmas. He wants a rough copy of the design aswelle.
