Wordpress customization

I have a new project, and would like to work with wordpress to develop the project. The project will be in 4 parts, and we would work together from my samples to develop the project. Part #1: To privitize the site to reflect our .com, and to develop the layout from a template we have selected. Part #2: To setup (2) admin pages for 2 types of custom users. The first user will maintain a profile with all of the fields we need, these will be provided, forms ect... the user will need to be able to edit their profile in a dashboard of their own whenever they login, or they can just participate in the social side as a regular visitor. Part #3: The 2nd user type will also have a profile, this user will need to have access to user#1's data, and site stats in a dashboard of his own where he can search and review users from group #1 We will provide samples Part #4: Will be to pull all of the changes into 1 system with e-mail capibility where there can be background communications between user 1, and 2.
