Social Cms

I want to create a social cms for a project of mines. Some of the features will be: Login / Register using facebook or twitter User can create own page using predefined blocks/elements Ratings Assign users awards Users types: Admin - me 2nd level user Basic user 2nd level user needs to be able to assign basic users stats. Video captchas if possible Socialy active with facebook and twitter, e.g. share, like, tweet.... There is not a big rush for this project, just as long as can discuss a final time of completion. I would maybe be looking to split a share of the project if it turns out well. I can do all of the design and html/css myself, will just need the site to be coded and explained via Code comments.
