Set Up a Facebook Campaign (U.K Based Freelancers ONLY

I want to start a facebook campaign in order to drive traffic to my website. I had a freelancer attempt this for me but, to be honest, it didn't work out and so I am trying again to find somebody who can offer this service. It is important that the campaign ONLY targets U.K based facebook members - this is where it went wrong when I last awarded the project. I do not need or want to target traffic from overseas. So, can you help? Can you take over a very-poor facebook campaign and get it back on track? If so, I'd love to hear from you.
