Software, security, device design, and wireless

I have a customer that is looking to use a simple tablet as a way for their drivers to type up issues with a vehicle. They are also asking for a closed network where the device will automatically download to a set computer. I'm not finding this on the open market so I will need a demo made. If this is something you can do, I am interested in your pricing, how long it will take to you, and what products you have to offer.
