CRELOADED 6.15 changes to Internet Secure Response Codes

Our site needs 3 things:
1) Implement new changes in Internet Secure response codes.
2) Ensure that orders are not accepted when AVS doesn't match.
3) Make sure that the Internet Secure module (oscommerce contrib) we are using does not require that the billing and shipping address match in order to place the order. Our cart is not supposed to, but currently changes the shipping address to the billing address if a different shipping address is entered.
