Create An IP Spoofing Web Script

Hi there. I'm looking to have an IP spoofing web script created. The objective of this site would be to let you select a country, hit the "Go" button, then when you browse sites or something through this web script, it thinks you're from that country of origin. Similar to proxies and web anonymous systems, but the goal here is to spoof the actual IP address. The IP addresses will probably come from a database of IPs and let you know where they originate from. The goal behind this is to allow me to see ads and content that would otherwise not be viewable due to geographic restrictions on websites. I'm not sure if this is possible - hence why I'm posting this up on here. If you have an alternative solution, please explain to me in a PM. This would be operated from a web server.
