E-shop/paypal/email

I need a whole website created with design and special functions. I prefer Joomla. It is basically a website that offers consultation. It really needs to work and look professional. Hard part: Customer can write a question on the site and attach images. When customer has paid a fee to my paypal account requested the consultation message will be sent. On the same time an email (receipt) will be sent to the customer and to my email. The email form has to generate an ID for each consultation by which the consultation is paid and sent to my email so that they can be archived properly. Additional work in the project is website design with designing the site and basic functions, designing a logo, retouching a few images for the page with photoshop..
