It seems very exciting, as a huge fan of the GTA franchise I am very familiar with the game play and interactive environments associated with this game. I'd love to have a discussion with you about the project, the bid I've placed is a ballpark figure until we can dial in a list of requirement (for example are you looking to use the embedded accelerometer for controls or do you anticipate using stricly on-screen touch controls? Also items like saving the game, different vehicle usage, etc could drive the development cost up considerably. We are currently building a dice-game for the iPad that has quite a bit less animation than a first person or top down shooter game would have but the multi-player features have driven the cost closer to $100K. We certainly can build the light version as well as the full version and would love to be considered on this project.
