I have a website with a simple top, drop down css menu. This only has about 40 pages across the whole site This looks great in firefox, chrome & opera but awful in any IE. Not really wanting a major rewrite just fixed if possible. Expected budget is 10-15 USD. This really should be a simple job for someone who knows what they are doing -which I clearly don't :)

All graphic design work is already done. I need to demonstrate the functionality of a toolbar (which has just a few buttons) to help clients visualise what it will look like and do. There's no real functionality. Firefox is the ideal browser but not essential. Needs to work on PC. I want the toolbar to drop down from the top of the browser. A timer counts down and the screen turns black when it reaches zero. It clears again when a button is pressed.
