Configure Windows Server 2008 IIS (already installed)

I installed Windows Server 2008 with IIS and FrontPage extensions and I am not able to access the site via ftp or frontpage. I think it requires configuration which I do not know how to do. Requirements: 1) Fix access to site content with FrontPage (extensions already installed, I just dont know how to configure them) 2) I have a static IP address assiciated with this account, it lets me access the content via the IP address, but does not allow me to use ftp. 3) Teach me how to set up email, and a domain to display the content. (the a record settings, etc.)
