Build a sport betting website (cricket)

Hello Freelancers, I want to build a sport betting website specialized in cricket only, 1. Index Page - With all matches live feeds and before it get into web it show have auto-update setting in admin panel where he can enable in his absence or disable so that he has to approve that request, Register, login. 2. Dashboard will have all matches which are enabled in Admin Panel. 3. Bet Criteria - Who will win ? (You won't get double which you pay - It depends on Admin settings which changes ball to ball) Example When match starts that can be like if I bet 10$ I may get 10$ (Total 10+10=20$) but when a team goes weak then that will be like If I set 10$ I may get only 2$ (Total - 12$ Back) even I win, Which Admin will decide for every ball when ever he changes all clients should get notification and then they can bet new bets accordingly, But existing bets will go as they were at the time of betting. Who will be highest scorer, Wicket taker or any other question which can be added in Admin panel with return back entities ? (Each player will have certain money back criteria and return value will be based on that entity) Example we know a very good player will be top contributor in all matches so his return value will be 4% (So when I bet 10$ I will get 14$ back) Cash Management (In/Out) Initially we parse only cricket based on requirement and then only we can look into other options but make a provision which can be easily configured in admin panel. For Example - Cricket, XML Import Link(Out side link for XML call), Parser PHP Page (Which can parse and push information into DB), Bet Parameters templates (Like questions and then % return back), Using this tomorrow when client want to add one more game instead of changing entire backend logic we can straight away add in config panel, define new parse for it along with bet parameters. You will also have to find a live version of odds in XML format, which will be imported every minutes to keep the website updated. Please tell me your price for this project,
