Dynamics CRM 2011 Custom Tool to Run Workflow on all Records of a given Entity

I need an external application (EXE) which I can run from my desktop. 1. I want to be able to select an Entity (dropdown). 2. I want to be able to select an On-Demand Workflow registered for that Entity (dropdown). 3. I want to click "Start Workflow" to execute the workflow for all records of the given entity. You can use the SDK template for registering organization and such, this doesn't have to be done in the UI.
